As I mentioned to you, this morning I have
been going into the question of house accommodation at Kowloon, and to my surprise I find that it will be impossible for me to obtain any place to live in under 135 per month and it is quite likely that I may find it necessary to pay even as much as $175 for suitable quarters.
When I accepted my appointment, I had no idea that should be called upon to pay such an exorbitant rental, and I am afraid that unless some sort of allowance
is made me to meet this expense I shall find myself financially
in a very much worse position than I am in Shanghai at the present moment and I am quite sure that such a state of affairs was never contemplated.
Of course what should be done is for the Railway to build suitable quarters charging say 6% on their outlay but until this question can be discussed and some decision arrived at, I think that some allowance should be made me and I would suggest that it take the form of a consolidated allowance of $130 per month.
